Abstract

The article aims to analyze how the reading, writing and signing skills were presented in the electoral norms of the 19th century, in Brazil, in order to understand the process of exclusion of illiterate people from the political rights. The main sources used in the research were the electoral legislation and other documents, such as periodical press and Annals of Parliament. The analysis has shown that these norms can be seen as the result of contradictions, disputes, and tensions present in nineteenth-century Brazilian society, showing that the reasons for prohibiting illiterate people from voting were beyond the abilities posed as legal criteria.
