Abstract

This article seeks to discuss the meanings of literacy and literacy that surround the federal programs of continuing education for literacy teachers developed between 1990 and 2020. We work with the hypothesis that these programs can be established as indications of which political uses reading and writing took over during the investigated period, as well as reflecting the educational and ideological political crossings that permeate Brazilian literacy. In the analysis of the materials elaborated for the development of these programs, we observed inconsistencies between the meanings of literacy and what it means to be literate over these thirty years. The text presents a technical sheet of these formations and explains the concepts of literacy expressed textually in their materials, seeking to bring notes that can contribute to discussions in the area of ​​literacy and teacher education.
